Recently, the mission titled "Public Transport Electrification and Battery Second-Life Utilization System", submitted by Guangzhou Public Transport Group(GPTG), was selected as one of the first 10 missions under the "Cities Countdown to 2030" initiative launched by United Cities and Local Governments (UCLG), and featured in the Driving Global Transformation through Local Ambition -- The First Cities Countdown to 2030 Missions Portfolio. On June 26th (local time), during the World Metropolis Association General Assembly held in Tangier, Morocco, the GPTG delivered a dedicated case presentation, showcasing Guangzhou’s innovative practices in green and smart transportation to global city and regional leaders.
The “Cities Countdown to 2030” initiative is a major global effort jointly promoted by UCLG and UN-Habitat, designed to accelerate the implementation of the UN 2030 Agenda for Sustainable Development (SDGs) through the actions of local and regional governments. It focuses on identifying high-impact, replicable urban transformation missions, building a global platform for knowledge exchange and policy dialogue, and providing evidence-based support for UN mechanisms such as the Local 2030 High-Impact Initiatives.
Guangzhou's selected mission, submitted by the GPTG, is titled "Public Transport Electrification and Battery Second-Life Utilization System." Committed to green transformation, the project drives the reshaping of the urban energy structure. Since its launch in 2017, Guangzhou has steadily advanced the development of new energy public transport, achieving full electrification of its bus and taxi fleets. To date, over 12,000 electric buses, approximately 10,000 electric taxis, 8 new energy sightseeing vessels, and more than 12,000 charging piles have been deployed.Adhering to integrated development, the project promotes the circular utilization of retired batteries. Guangzhou has pioneered an integrated "electric mobility + energy system" model, a green closed loop of "Retired Batteries - Material Regeneration - Cascade Utilization" has been established. Utilizing the roofs of bus depots for photovoltaic (PV) generation, the project has invested in cascade battery energy storage equipment and established the nation's first demonstration base for a "Battery Hospital." It has formulated the Specification for Electric Vehicle Power Battery Performance Testing to accurately diagnose battery health, effectively extending battery life from 8 to 12 years. This has formed an energy ecosystem integrating PV power generation, rapid charging, and energy storage. Persisting in intelligent drive, the project accelerates the iterative upgrading of modern transportation. The Group operates the world's largest scale autonomous driving bus project, having launched 30 routes with 150 buses, serving over 1.32 million passengers and achieving a safe operating mileage exceeding 2.6 million kilometers. It pioneered the opening of the first autonomous driving cultural tourism route on a main arterial road in a central urban area in China and released the world's first L4-level medium-capacity autonomous bus model, exploring a new path for the transformation of green and smart transportation.
Through sustained efforts, this mission has not only significantly reduced carbon emissions and energy consumption in the urban transport sector (with energy use cut by more than 50% and cumulative CO? emissions reduced by over 1 million tonnes), but also facilitated the transformation of public transport from a conventional mobility service into low-carbon infrastructure. It represents an urban sustainable development pathway featured by investment-driven development and system integration.
Within the global framework, Guangzhou’s mission provides measurable local outcomes for advancing climate action (SDG-13), sustainable cities and communities (SDG-11), and affordable and clean energy (SDG-7). It also demonstrates how institutional innovation can embed public services into urban energy and digital governance systems, driving holistic urban transformation.
As one of the first selected cases, the dedicated presentation during the World Metropolis Association General Assembly further promotes the global dissemination of the Guangzhou experience, contributing the "Guangzhou Solution" to assist more cities in implementing sustainable development goals.
